温哥华市政府上周一公布2020年预算草案及5年财务计划，包括增加物业税(地税)8.2%，这连同增加公用服务费用9.5%，综合计增加9.4%，这将是温哥华10年来最高的地税加幅。
有市议员表示，接到很多市民传来的电子邮件和寄来的信件，均表示幅度近10%实在太高；不过，也有市议员称，加税是有必要的。

加税的理由有：
警察占21%，消防占9%，这俩方面的开支合计是820万元。工程和公用事业占第二大部分，温哥华警方希望明年多聘请25个警员和10个文职人员，而消防局希望聘请多30个消防员和5个其他人员。
温哥华警察局长帕尔默(Adam Palmer)表示，在2009年至2017年间，温哥华人口增长大约10%，可是减少了58个警务人员。工作量大，而人手则减少，会影员工的健康。
消防局长里德(Darrell Reid)指出，温哥华消防局接听电话的数目，人均计在加拿大主要城市中属最多。目前雇员人数与1960年代的人数相同，因此消防局需要增加资源，提供应有的服务水平。增加收入填补警消人手
回想一下，这理由和列治文疯狂加地税的原因差不多哦：警察和消防。反对者都说不出口。可列治文的治安变好了没有？似乎还是很糟糕！

而素里市议会本周一晚通过2020年财政预算案，该份预算案没有提出增聘骑警和消防员的经费。素里皇家骑警“一哥”、官阶是助理总监的麦克唐纳（Dwayne McDonald.），周二发表新闻稿指出，素里人口不断增长，但警力却没有增加，势必影响治安状况。
麦克唐纳表示，素里市府早前已拒绝他增聘12名警员的要求。他指出，素里骑警今年收到的求助电话增加了3%，处理的个案数目也多了3.6%，这相等于每个月平均增加463个求助电话，以及增加585宗个案。为应付需求，警队惟有从防止罪案项目中抽调警员，参与前线工作。
麦克唐纳又表示，素里在2018年的暴力犯罪严重度指数（Violent Crime Severity Index）跌至10年新低，但今年已稍为回升。从长远来看，素里市人口不断增加，但警员人数却没有相应增加，恐怕罪案数字很难降低。

Last this week, Vancouver City Council announced a draft budget for 2020 that would see a property tax increase of 8.3% and a combined service fee increase of 9.4%.


For years city hall expenditures have exceeded inflation and now they are pushing even further. This year’s draft budget proposes by far the largest increase in more than a decade - operating expenditures increasing from 1.5 billion to 1.62 billion.


This is in addition to the 6.3% increase for 2019, and a 4.9% increase in 2018 resulting in a total increase of over 20% for these three years. With inflation and worker’s wage increases at about 6% over the same three years (typically about 2% per year), that means that your taxes are going up three times faster than inflation or wage increases.


If tax increases continue at this rate, our property taxes will double in 10 years. How many can say that their income doubles every 10 years?


Clearly increases of this size are not financially sustainable or financially responsible, and only make the city less affordable for its residents.


Mayor Kennedy Stewart and most of Council are alarmingly disconnected from Vancouver's homeowners and taxpayers


STEPUP is asking the Mayor and Council to defer voting on the budget and instruct City staff to revise the budget so that the most taxes can be increased is equal to the rate of inflation.


City Council will be voting on this budget on Tuesday December 3 at a special meeting at City Hall, so there is limited time to act if you want to add your voice of reason to oppose this obscene tax grab.
