【双语全文】耿爽：刚才是外交辞令，现在我真心说一句
On December 22, the United Nations Security Council held a virtual briefing on the Iranian nuclear issue. In his remarks, German Permanent Representative Ambassador Christoph Heusgen commented on the Michael Kovrig case. He claimed that Michael Kovrig was treated unfairly in China and that China should release him as soon as possible. Ambassador Geng Shuang, Deputy Permanent Representative of China requested the floor again and categorically rejected German Ambassador's remarks. The text of Ambassador Geng's remarks is as follows:

主席先生
Mr. President,
我刚才说过，如果不出意外的话，今天的会议将是2020年安理会举行的最后一场会议。回顾这一年，我们在安理会里既有协调合作，也有分歧争论，当然也有人制造分裂，发表不负责任的言论。
As I said, barring any unexpected, this should the very last meeting for the 2020 at the Security Council. Reflecting on this year at the Council, we had with cooperation and coordination, and also moments of disagreement. Some made irresponsible remarks which resulted in division of the Council.
刚才不少同事在发言中提到，伊核问题是安理会里少有的几个绝大多数成员拥有共同立场的重要议题。我们本希望以对此议题的审议来结束安理会一年的工作，可以给大家一个happy ending，但遗憾的是这一希望还是被德国常驻代表的发言打破了。
As noted by some colleagues just now, the Iranian nuclear issue is one of the very few important agenda items on which the majority of members of the Council could manage to maintain unity. We had hoped that through discussing or reviewing this item, we could possibly conclude the work of the Council for the current year, so that we can give everyone a happy ending. Regrettably, such a wish was pretty much dashed thanks to the remarks by the Permanent Representative of Germany.
霍伊斯根大使刚才的发言与今天会议的议题完全无关，与事实完全不符，与团结合作精神完全背道而驰。他刚才的发言恶意攻击其他成员，滥用安理会平台，毒化安理会工作氛围。我刚才发言向他即将离开安理会道别，多少有些出于客套和外交辞令。现在我真心说一句，别了，霍伊斯根大使。希望没有你的安理会在2021年能更好地履行维护国际和平与安全的责任。
What he said is totally irrelevant to the theme of today's meeting, and represents a far cry from the fact. It is totally contrary to the spirit of cooperation and unity. In his last remarks, he in such a malicious manner launched attacks against other Council members. He abused the platform of the Security Council in an attempt to poison the working atmosphere of the Council. In my last statement, I did bid him farewell, well, pretty much out of courtesy and of course in a diplomatic manner. Now, I wish to say out of the bottom of my heart: Good riddance, Ambassador Heusgen. I am hoping that the Council in your absence in the year 2021 will be in a better position to fulfill the responsibilities and mandate for maintaining international peace and security.
我要强调，中国是法治国家，任何人违反中国法律都必将受到惩处。中国司法机关依法办案，当事人的合法权利得到保障。霍伊斯根大使刚才提到，康明凯是他的朋友。Christoph，如果你有什么话想要对康明凯说，有什么信息需要传递，完全可以通过正当渠道实现，没有必要在安理会平台通过公开喊话的方式来体现你和康明凯的友情，展示你对他的关心。你这样做，其实帮不了康明凯什么，似乎只能帮助你个人树立所谓“仗义执言”形象。这种做法到底负不负责任？你内心到底怎么想？
I wish to emphasize that China is a country of rule of law. Anyone found in violation of China's laws will be punished. The Chinese judicial authorities handle cases in accordance with law, and the rights of interests of the persons concerned have been guaranteed. According to Ambassador Heusgen, Michael Kovrig is his good friend. If you have anything to say to him, you can certainly do it through legitimate channels. You don't have to abuse the Council, give a shout out to demonstrate your friendship or fraternity with Michael Kovrig to show your concern for his welfare. What you did in fact couldn't help him in any way. The only thing it does perhaps is to present yourself as someone who speaks his mind. I don't know whether that is a responsible behavior and what you think deep down in your heart.
最后，我愿重复我刚才发言中提到的话，希望即将到来的2021年带给大家健康与安宁，和平与安全，团结与合作。
Lastly, I wish to repeat what I said in my last intervention: I hope that the upcoming 2021 will bring everybody health and tranquility, peace and security, solidarity and cooperation.
