美国旅行禁令11月解除，中国旅客接种疫苗后可直飞美国

According to Agence France Presse, Jeff Zients, White House epidemic prevention coordinator, told the media that the new measure would take effect in early November. The new policy requires all foreign travelers entering the United States to show the covid-19 vaccination certificate before boarding and the virus test negative certificate within three days before flight. In addition, travelers need to provide telephone number and e-mail as the basis for contact tracking.

法新社消息，白宫防疫协调官齐安兹向媒体表示，这项新措施将于11月初生效。这项新政策要求所有入境美国的国外旅客，在登机前出示COVID-19疫苗接种证明，以及飞行前3天内进行的病毒检测阴性证明。此外，旅行者还需提供电话号码与电子邮箱作为接触追踪的依据。

According to the current regulations of the United States, non-U.S. residents who have been to 33 countries in China, the Schengen region of Europe, the United Kingdom, Brazil, South AfricaI, reland, and India within 14 days are prohibited from entering the United States. The U.S. travel ban began in January last year. At first, it only imposed a travel ban on China. Later, the list became larger and larger. Even Britain and the European Union joined it, and even the borders with Canada and Mexico continued to be closed.

根据美国目前的规定，在14天内去过中国、欧洲申根地区、英国、巴西、南非、爱尔兰和印度的33个国家的非美国居民，都被禁止进入美国。美国的这份旅行禁令是从去年1月开始，最初只是对中国实行旅行禁令，后来名单越来越大，英国和欧盟等都被列入其中，甚至与加拿大、墨西哥的边境都持续关闭。

Although the United States relax the entry requirements of these countries with conditions, many protection measures will continue to exist to curb the spread of COVID-19. "The most important thing is that foreign citizens flying to the United States will be required to be fully vaccinated," White House official Zinets said.

Many people believe that the ban imposed by the United States on these 33 countries is in vain. During the whole pandemic period, the United States also allowed other foreign tourists from more than 150 countries / regions, and the epidemic situation in these countries is even more serious than most countries on the ban list.

另外，被美国列入入境限制名单中的国家，疫苗完全接种率大部分都高于美国。英国：66.1%、西班牙：75.6%、葡萄牙：80.7%、比利时：72.1%、法国：63.9%，马耳他：94.4%、德国：62.7%、意大利：64.8%。

At present, China has vaccinated more than 2.2 billion doses, and more than 1 billion people have completed two doses of vaccine, with a vaccination rate of nearly 72%. As of September 22, only 54.6% of the population in the United States had completed two doses of new crown vaccine.

The associated press commented that the Biden administration's release of this policy is "tightening rather than relaxing", which is a scientific and realistic consideration. Science will block the possibility of new coronal infections entering the United States. Besides, the open policy will indirectly promote the increasingly tense relations between Europe and the United States.

It is unclear whether the new regulation applies only to vaccines approved by the United States, or whether other brands, such as vaccines produced in China or Russia, also meet the conditions. That will be decided by the U. S. centers for disease control, Zients said. The US Food and Drug Administration (FDA) has authorized the use of vaccines produced by biontech / Pfizer, Moderna and Johnson & Johnson. As for whether vaccines made by AstraZeneca (AZ) in the UK or other countries such as China, Russia and will be recognized, White House spokesman Jen psaki said that this is the focus of the inter ministerial meeting, and there will be an answer on or before November.

According to IFENG.COM, a person familiar with the matter said that the CDC will probably recognize two inactivated vaccines of Sinovac and Sinopharm, according to the vaccine recognition mechanism of American universities for Chinese students. 

据《凤凰网》报道，有知情者称，CDC可能会比照美国大学对中国留学生的疫苗承认机制，承认已被世卫紧急批准的科兴、国药两款疫苗。
