Silicon Valley Chinese Association’s Official Voter Guide for
Bay Area and California March 3, 2020 Primary Election

1.选举法规定选民只可以在初选中写候选人的名字,大选中不可以;

Glazer has a strong track record working across the aisle. His advocates for fiscal responsibility and race-neutral policies. He is one of the few, if not the only, incumbent Democrat officials to remain independent and centrist in California’s ultra left environment. We want to preserve this rarity and send a message that we need representatives like him.

Mobley is a Republican candidate.

Ballot Measures

California State Measures

Prop.
Recommended
Reason
13
No
Strong No! It goes to the general bond in the name of education, but there is no transparency or control over how and where it will be spent.

Alameda County Measures

Measure.
Recommended
Reason
C
No
Strongly No! It’s a 0.5% sales tax hike for 20 years.
J
No
Dublin Unified School District
School bond, $290M, $50 per $100,000 of assessed valuation.
Support local schools. Yet another tax increase.

Contra Costa County Measures

Measure.
Recommended
Reason
J
No
No on raising tax. There is no control over how and where it will be eventually spent. Also, the language on the ballot is apparently misleading.  The sales tax levied is ½ percent, not ½ “cent.” For this misleading reason alone, we should reject it.

San Francisco County Measures

Measure
Recommend
Reason
A
No
City College Job Training, Repair and Earthquake Safety Measure
Bond, $845M, increases property tax.
B
No
San Francisco Earthquake Safety and Emergency Response Bond
Bond, $628.5M, increases property tax.
C
No
Retiree Health Care Benefits for Former Employees of the San Francisco Housing Authority
The total cost would range widely depending on the number of people affected, their ages, years of services, length of continued employment, etc. It feeds the pension blackhole. The more tax money collected, the more government employees, the more pension liability, the deeper the blackhole, the more tax collection measures, then the cycle goes again.
D
No
Vacancy Tax
It collects $5M revenue for the city. But the measure punishes the housing provider, and makes them more reluctant to put their vacant spaces into the housing market, and thus hurts the housing supply and tenants ultimately.
E
No
Limits on Office Development
Offices are critical to local business developing, especially for small businesses. Government intervention into free-market business will stagnizing local economy, thus hurting both employment and the local economic ecosystem, as well as creating more tax burden to the government. Everybody losses on such a policy.

Santa Clara County Measures

(listed in alphabet order)
Measure.
Recommended
Reason
A
No
City of Morgan Hill
“Not Recommended” by Silicon Valley Association of Republican Women
B
No
City of Sunnyvale
While transitioning to district-based election is mandatory, the way a city-wide elected Mayor is packaged into this wholesale deal is worrisome. Rejecting Measure B will create a 7-district layout for Nov. 2020, and will make sure we have a Mayor representing Sunnyvale residents instead of out-of-town interests. In 2011 and 1991 Sunnyvale residents rejected a directly elected mayor TWICE already.
C
No
City of Santa Clara
“Not Recommend” by Silicon Valley Association of Republican Women
D
Yes

City of Mountain View
Recommended by Silicon Valley Association of Republican Women
Prohibits paying members of the Rental Housing Committee (RHC) members. Clarifies RHC works INDEPENDENTLY when implementing rent control. Allows out-of-town owners to act on RHC, without allowing paid professionals on RHC.
Allows annual rent increases by from 3.5 to 4%.
E
No
City of San Jose
This is the property transfer tax, approximately $70M annually. The money will most likely go to the general fund and be redistributed to fill the bottomless retirement fund hole. They should switch to another fund management company instead.
G
No
Foothill-De Anza Community College District
Bond, $898M, adds $250/yr  in property tax.
College is already trying to grow the revenue by repurposing the Flint Center. We really do not want the extra burden from each school and each district over our already overloaded property taxes.
H
No
Foothill-De Anza Community College District
Bond, $28M, add $48/yr in property tax.
Teacher Excellence? Pardon me?
I
No
Morgan Hill Unified School District
Bond, $900 M, adds $450/yr in property tax.
J
No
East Side High School District
Parcel tax, $60M, adds $50/yr in property tax.
School district wants this money to construct rental housing. Rental housing business is not within the core competence or mission of a school district.
K
No
Campbell Union  School District
Parcel tax, $133 M, adds $298/yr/parcel.
L
No
San Benito High School District
Bond, $30 M, adds $80/yr in property tax.

Patterson Joint Unified School District
Bond, $32.5 M, adds $150/yr in property tax.
O
No
Cupertino Union School District
Parcel tax, $22M, adds $125/yr/parcel
Academic Excellence or Teachers Union revenue excellence? Strongly No.
P
No
Campbell Union School District
Parcel tax, $22 M, adds $98/yr/parcel.
Q
No
Union School District
Parcel tax, $12 M, adds $149/yr/parcel.
R
No
Franklin-Mckinley School District
Bond, $80 M, adds $300/yr in property tax.
S

No
Berryessa Union School District
Bond, $98 M, adds $315/yr in property tax.
V
No
Evergreen School District
Bond, $125M, add $320/yr in property tax.
In every election, this school district asks for more funding. Just look at your property tax bill. The State is asking for more funding for the same purpose. See State Measure 13. No! No! No.
