上海袁立公益基金会介绍

2016年11月14日，上海袁立公益基金会在上海市民政局注册成立，由演员袁立发起，主要帮助尘肺病农民工群体。自成立以来，在尘肺病农民工患者医疗救助、制氧机发放、尘肺病农民工家庭子女助学、特殊困难救助、爱心物资发放、尘肺病预防宣传等方面开展工作。

On 14 November 2016, Shanghai YuanLi Foundaiton was registered and founded in Shanghai Civil Affairs Bureau. The Foundation, initiated by the famous Chinese actress Yuan Li, is intended to help those migrant workers with pneumoconiosis. From the first day of operation, it has been committed to giving medical assistance and distributing oxygen generators to the migrant workers with pneumoconiosis, providing study grants to their children, helping those in difficulty, distributing charity supplies, and educating on how to prevent pneumoconiosis.

Yuan Li noticed the community of migrant workers with pneumoconiosis by chance. From 2015 onwards, she has gradually got closer to this group as a volunteer. She has learned that a wide range of industries associated with our daily life are likely to cause pneumoconiosis, and these industries include coal and steel mills, mines, jade cutting, quarries, tunnel blasting, stone carving, interior decoration, cement production, ceramics, jeans processing, and toners loaded in printer cartridge, and so on. In China, the number of patients with pneumoconiosis has been staggeringly millions, most being migrant workers, especially young and middle-aged workers. As the primary labor force sustaining a family, the family will get into hard situations if they fall down.

当城市里一座座高楼大厦拔地而起的时候，当一个个隧道打通的时候，当高铁畅通无阻的时候，我们真的不要忘记是千万个尘肺病人默默退场换来的，如今他们蜷缩在自己家乡的病床上，与病魔为伴。

We must bear in mind that millions of patients with pneumoconiosis have endured a lot in exchange for skyscrapers, tunneling, and high-speed rail operation. Unfortunately, they are now laid huddled up in bed in thier hometown, tormented by pneumoconiosis.

尘肺病是由于在粉尘工作环境中吸入大量粉尘，从而引起以肺组织弥漫性纤维化为主的全身性疾病，是一种无法逆转的职业病。得病后，患者的肺会像石头一样坚硬，为了呼吸，他们只能跪着，这也成了大多数尘肺病患者离世的最后姿态。

Pneumoconiosis is a systemic disease arising from inhaling a lot of dust in dusty workplace, resulting in diffuse fibrosis of lung tissues, which is an irreversible occupational disease. A patient who suffers this disease will have stone-like lungs. To breathe air, they have to get down on their knees. This happens to be the last posture that most patients with pneumoconiosis have as they pass away. 

尘肺病是一种进行性的疾病，目前不能完全治愈。随着机体抵抗力的下降，肺纤维化的发展，尘肺患者出现肺部感染、慢性阻塞性肺疾病、肺心病、肺结核、肺纤维化加重引起的呼吸衰竭、心力衰竭、气胸、胸腔积液等一系列严重影响尘肺患者生命质量的疾病，进一步加重肺纤维化进程。如果及时干预，不仅减轻患者症状，同时延缓或减少并发症的发生。由于尘肺患者长期看病，家庭陷入困境，没有经济能力支付医疗费，本项目主要是在新农合报销之外，帮助病人支付自负部分医疗费。

Pneumoconiosis is a progressive disease and there is no way to curing it completely. As the body immunity declines and the pulmonary fibrosis progresses, patients with pneumoconiosis will develop lung infection, chronic obstructive pulmonary disease, pulmonary heart disease, tuberculosis, and respiratory failure, heart failure, pneumothorax, and pleural effusion as a result of exacerbated pulmonary fibrosis, and other diseases severely undermining the life quality. A timely intervention is expected to relieve symptoms and retard or lessen the occurrence of complications. Regular medical consultations get the family into trouble and make the patients financially unavailable to cover medical expenses. This project is intended to pay a part of medical expenses in addition to the NCMS (New Rural Cooperative Medical System) coverage.

This project is expected to bring more patients to medical treatment and sustain their lives. We are working with some occupational disease hospitals based in Gansu and Shaanxi and helping local migrant workers with pneumoconiosis, and will extend our assistance to other regions in the future.

作为健康人，我们很难体会呼吸困难的状态，也许你看到一条鱼跳跃离开水缸，在地上大口张着嘴呼吸的状态，你就能体会尘肺病人呼吸的艰难，因此，一台制氧机对尘肺病患者至关重要。我们希望在资金有限的情况下，至少能为叁期尘肺病人募集到一台制氧机。

A man in good health may not know exactly how it feels for breathing difficulty. If you see a fish jumping out of the tank, breathing hard on the ground with its mouth wide open, you will know how hard it is for a patient with pneumoconiosis. An oxygen generator will offer a great help to the patient with pneumoconiosis. Despite the limited availability of funds, we plan to solicit contributions for patients with Stage III pneumoconiosis, at least one unit for each patient. 

As the backbone of a family, if the father falls ill, the family backbone will pull down. In some families, the mothers would leave the fathers lying in bed and their children uncared for just because they have lost hope.

九年义务教育解决了他们的学费问题，但是部分学杂费、生活费等都需要援助，高中、大学阶段不在九年义务教育之内，他们的学费对尘肺病家庭来说又是一副沉重的担子。因此，我们基金会决定帮助这些孩子。我们的助学标准如下：

The nine-year compulsory education system covers their tuition, but miscellaneous fees and living expenses are not covered. High school and college education is not part of the nine-year compulsory education system, which means that tuition is a heavy burden for the families with pneumoconiosis patients. We decide to help these children and provide appropriate study grants as follows:

我们认为，公益不仅仅是靠金钱来解决，人的情感不是用钱可以买来的，人心里面的伤痛也不是用钱可以抚平的，我们希望与受助者有关系的建立。因此，除了常规的救援之外，我们也会捐赠一些羽绒服、书籍、玩具等物资，让尘肺病人和他们的孩子感受到温暖和关爱。

We are in the opinion that charity is not only a matter of money, because money cannot buy human feelings and relieve pains. We want to build up relations with those in need of our help. We not only provide regular assistance, but also donate some down jackets, books, toys and other supplies, bringing warmth and care to the patients and their children.

在助学过程中，我们发现，仅仅把钱打入孩子父母的账户是不够的，我们需要与这些孩子建立一个爱的连接。2019年，我们发起了第一次“防尘小勇士”夏令营活动，把这些孩子从村庄里接出来，带他们认识外面的世界。我们希望未来也有一些职业技能培训，能够帮助这些孩子融入社会。

In offering study grants, we have realized that it is important to associate with these children in love, instead of only transferring money to the accounts of their parents. In 2019, we organized the first summer camp called “Little Warriors against Pneumoconiosis”, took these children out of their villages and showed them what the world looks like. We hope to train these young people in some professional skills so as to enable them to better fit in the society at large.

我们发现，不仅在矿山作业容易产生尘肺病，各种城市建筑工地、橱柜台面切割、隧道爆破、石雕、玉石切割、陶瓷厂等都会产生尘肺病。我们希望通过发放宣传单页及口罩，帮助农民工提高安全防护意识。

We’ve come to realize that workers in mining operations, urban construction sites, cupboard bench cutting, tunnel blasting, stone carving, jade cutting, and ceramic factories are more prone to pneumoconiosis. We expect to enhance the awareness of the migrant workers in safety protection by distributing leaflets and protective respirators.

自2016年11月14日成立以来，截至2021年6月30日，基金会累计医疗救助尘肺病农民工  2118  人次，尘肺病家庭子女助学  2588  人次，给尘肺病人发放制氧机/呼吸机/氧气瓶  518  台，尘肺病人家庭特殊困难救助  420  人次，发放爱心物资  9000  余件。帮助区域涉及湖南、陕西、云南、甘肃、重庆、贵州等地。

From the date of founding on 14 November 2016 to 30 June 2021, we have provided medical assistance to 2,118 migrant workers with pneumoconiosis, offered study grants to 2,588 children, distributed 518 units of oxygen generators/ventilators/oxygen cylinders to pneumoconiosis patients, helped 420 patients with extreme financial difficulties in sustaining family, and distributing more than 9,000 charity supplies. Our charity services have been available in Hunan, Shaanxi, Yunnan, Gansu, Chongqing and Guizhou.
