President Trump said Monday that social media platform TikTok must end its US operations on Sep 15 if a pending deal with Microsoft to buy the company from Chinese group ByteDance does not go through.

“We set a date — I set a date of around Sept. 15, at which point it’s going to be out of business in the United States,” Trump told reporters. “But if somebody, and whether it’s Microsoft or somebody else, buys it, that will be interesting.” 
“我们把日期定在9月15日左右，到那时它将在美国关门大吉，但如果微软或者其他大公司买下它，那将挺有趣儿的。”
“I don’t mind whether it’s Microsoft or somebody else — a big company, a secure company, a very American company — buys it,” Trump said Monday. “It’s probably easier to buy the whole thing than to buy 30 percent of it.”

President Trump gave the go-ahead for Microsoft to pursue an acquisition of TikTok, in his first public comments about the popular Chinese-owned video app after he had threatened to ban it from the United States entirely.
在威胁美国全面禁止TikTok后，特朗普在首次公开评论中表示，准许微软收购这一由中国人拥有的短视频应用。

After months of deliberations, that panel had recommended that TikTok sell its assets to an American company to curtail China’s potential influence in the United States, and Microsoft had stepped forward as a potential buyer.
经过数月的审议，该小组提议TikTok将其资产出售给一家美国公司，以削弱中国在美国的潜在影响力，微软也作为潜在买家站了出来。

“The United States should get a very large percentage of that price, because we’re making it possible,” Trump told reporters at a news conference Monday evening. “Whatever the number is, it would come from the sale, which nobody else would be thinking out but me, but that’s the way I think. And I think it’s very fair.”

"TikTok is a tremendous success, but a big portion of it's in this country," he said.

It wasn’t clear under what authority he can extract a payout.
It would be unprecedented, based on recent history, for the US government to collect a cut of a transaction involving companies in which it doesn’t hold a stake. 
CNN报道，美国司法部反垄断局前首席顾问基默尔曼（Gene Kimmelman）称，总统要求交易中的一部分资金流入财政部，这在反垄断法中没有法律依据。
"This is quite unusual, this is out of the norm," Kimmelman said. "It's actually quite hard to understand what the president is actually talking about here. ... It's not unheard of for transactions to have broader geopolitical implications between countries, but it's quite remarkable to think about some kind of money being on the table in connection with a transaction."

Microsoft will move quickly to pursue discussions with TikTok’s parent company, ByteDance, in a matter of weeks, and in any event completing these discussions no later than September 15, 2020. During this process, Microsoft looks forward to continuing dialogue with the United States Government, including with the President.

"Instead, I think this is part of the splintering of the Internet into competing national networks," Lemley said. "I think that's a problem, and splitting TikTok into different national entities ... is only going to make that problem worse."
