弟兄姊妹们主内平安，今天我们分享的经文来自新约罗马书（Romans13:1-7）

Everyone must submit himself to the governing authorities, for there is no authority except that which God has established. The authorities that exist have been established by God. Consequently, he who rebels against the authority is rebelling against what God has instituted, and those who do so will bring judgment on themselves. For rulers hold no terror for those who do right, but for those who do wrong. Do you want to be free from fear of the one in authority? Then do what is right and he will commend you. For he is God's servant to do you good. But if you do wrong, be afraid, for he does not bear the sword for nothing. He is God's servant, an agent of wrath to bring punishment on the wrongdoer. Therefore, it is necessary to submit to the authorities, not only because of possible punishment but also because of conscience.This is also why you pay taxes, for the authorities are God's servants, who give their full time to governing. Give everyone what you owe him: If you owe taxes, pay taxes; if revenue, then revenue; if respect, then respect; if honor, then honor.
在上有权柄的，人人当顺服他；因为没有权柄不是出于神的，凡掌权的都是神所命的。所以抗拒掌权的，就是抗拒神的命；抗拒的必自取刑罚。作官的原不是叫行善的惧怕，乃是叫作恶的惧怕。你愿意不惧怕掌权的吗？你只要行善，就可得他的称赞，因为他是神的用人，是与你有益的。你若作恶，却当惧怕，因为他不是空空地佩剑。他是神的用人，是伸冤的，刑罚那作恶的。所以你们必须顺服，不但是因为刑罚，也是因为良心。你们纳粮也为这个缘故；因他们是  神的差役，常常特管这事。凡人所当得的，就给他；当得粮的，给他纳粮；当得税的，给他上税；当惧怕的，惧怕他；当恭敬的，恭敬他。
我们先来熟悉一下这段经文

我们一起看一下语法
1、Everyone must submit himself to the governing authorities
 submit  使服从；使屈服；提交；递交；认为
（1）submit oneself/sth. to sb./sth. 把自己/某物提交给某人（某事物）
e.g. I refused to submit myself to his control.
我拒绝服从他的控制。
The girl submitted herself to her mother's direction.
小女孩听从妈妈的吩咐。
(2) submit sth. to sb./sth. 把某物提交给某人（某事物）
e.g. They submitted a plan to the city council.

2、Consequently, he who rebels against the authority is rebelling against what God has instituted
rebel against反抗
e.g. The people rebelled against the tyrant.

It is more common now for teenagers to rebel against their parents. 
青少年反抗父母的现象是很正常的。
3、Then do what is right and he will commend you
commend是动词, 推荐；称赞；嘉奖；
（1）commend to 将…托付给;向…推荐;给…留下好印象
e.g. I commend to all of you his latest production. 
我向你们推荐他的最新作品。
I commend to you our sister Phoebe, a servant of the church in Cenchrea. 
我对你们举荐我们的姊妹非比，她是坚革哩教会中的女执事。
His ideas do not commend themselves to me. 
他的看法没给我留下好的印象。
（2）commend sb./sth. for sth./v-ing因某事称赞某人
e.g. The captain commended the sailor for his bravery.
船长称赞了水手的勇敢。
He was commended for saving a child's life.
他因救了一个小孩而受到表扬。

承接罗马书12章，保罗对我们的事奉及过教会生活时，如何待人律己有非常明确的教导。罗马书13章1-7节保罗则教导我们如何对待那些在上掌权者，也就是我们所在地的政权和官员。
从罗马书13:1-7这几节经文中，我们可以知道对那些“在上掌权的人”的圣经观：
“凡掌权的都是神所命的”（罗13:1）、“他是神的用人”（罗13:4）、“他们是神的差役”（罗13:6）。这样的观念显然是基于“神的国”圣经神学观，因为我们相信也知道神高高坐在宝座上统治宇宙的一切，包括了我们所住的世界，所以万事都在神掌管中，所有权柄都是从神而来。其实，纵观人类历史也证实这件事，无论任何政体的兴衰或政治领袖的在位或下台，没有不出自神的计划的。甚至那些残酷政权的兴起，也往往是神手中的杖，用来刑罚当时人们的罪恶和悖逆。
面对“在上掌权的人”，我们该怎样做呢？保罗吩咐我们身为神子民的人三件事：
一、人人当顺服
有学者提出“人人”在原文直译是指人的魂，似乎提醒我们这里的顺服是出自人内在深处的顺服，而不是表面的顺服，是真心诚意的顺服。
二、只要行善
保罗清楚给我们分析做官的行使的事：1.叫做恶的惧怕2.叫行善的得称赞。但我们身为神子民的人，只要诚心顺服和行善，就不惧怕在上掌权的人，并且我们顺服行善“不但是因为刑罚，也是因为良心”。这是我们顺服行善的两个主要元素。这里的良心是指基督徒的良心，有神赐给我们的天良，还有在圣灵里的属灵良心，促使我们不能不这样做，若不这样做，我们的良心就过不去。
三、当得粮的，给他纳粮
基督徒当尽到纳粮缴税的责任，理由是因为“他们是神的差役”。基督徒是顺服的公民，是行善不作恶的公民，也是不逃税的公民，这样我们才能在社会上作光作盐。
但我们可能会问：“基督徒是不是一味盲从的做个好公民呢？”。我们肯诚心顺服在上掌权的，是因为他们是神的仆人，为神来治理百姓，不乱用神给他们的权柄，做一个公正扬善罚恶的好官。但如果在上掌权的人乱用权柄，行事不公管理不当，甚至还以权谋私，那么我们还是要按着真理的原则，勇敢指正。当在上掌权的人行事和神的话语有冲突时，我们绝对要以顺服神为首要。
