中国EB-5投资移民资金为佛州坦帕湾房地产市场火热发展出力
美国于1990年引进EB-5投资移民计划，外国人在美国投资高失业率（ TEZ）地区，投资金额为50万美元，需要为美国本土劳工创造10个工作机会，就可申请绿卡；而投资其它地区，投资门槛金额则为100万美元。不过这一标准很有可能很快会改变。美国移民局2017年1月公告EB-5修订草案，重大改变是TEZ的指定，由现行的各州政府改为国土安全部，以及提高投资门槛金额，TEZ及发达地区分别提高到135万美元及180万美元。2017年4月28日前后，该新法案将在进行美国国会进行表决。
EB-5签证计划每年绿卡名额为1万个，根据美国国务院数据，近些年EB-5绿卡超过八成发给中国投资者。由于EB-5有国家配额，中国人申请数量多，目前在候补名单的中国申请人，必须等8年才能拿到绿卡。
大多数的EB-5投资移民都是通过所谓的“区域中心”等一些私人公司来进行的。美国移民局目前一共批准了879个区域中心（清单见网页https://www.uscis.gov/working-united-states/permanent-workers/employment-based-immigration-fifth-preference-eb-5/immigrant-investor-regional-centers）， 其中有82个在佛州（清单见本文末尾）。
近日，坦帕湾时报对其中的一个区域中心公司(佛州股票和增长资金区域中心有限公司， Florida Equity & Growth Fund Regional Center)进行了访问。据该公司介绍，他们迄今已经利用EB-5资金在佛州参与建设了25个项目，其中10个在坦帕湾，包括坦帕岩石点(Rocky Point)区域的一个新的万豪(Marriott)酒店建设，坦帕市中心的Aloft and Le Meridien酒店建设，坦帕市中心附近海湾岛（Harbour Island)上的一幢有500个单元的公寓楼的建设，位于Riverview的Pearce at Pavilion公寓楼的建设。这25个项目一共使用了2亿3千5百万美元的EB-5资金，创造了8040个工作机会，并使471个移民家庭获得绿卡。

在坦帕湾通过EB-5资金建设的项目还包括清水沙滩上的希尔顿度假村（Wyndham Grand Resort），南佛罗里达大学(USF)附近在建的一个价值3千万美元的老年护理中心，南坦帕的Epicurean 宾馆（就在著名的Bern's牛排店对面），Anna Maria岛上的Waterline套房度假村等。佛州股票和增长资金区域中心有限公司还将利用EB-5资金在中佛州其他地区建设5个类似的老年护理中心。该公司负责人声称，目前美国婴儿潮时期出生的人正在进入老年期，因此协助生活和老年护理中心的需求将会越来越大。利用EB-5的资金，相比从纽约投资银行获得贷款而言，可以节约10%的资金成本。而投资这些房地产和老年护理中心等项目，相对投资餐馆而言，风险更小回报率更高，这也保护了EB-5投资移民者的利益。
目前在坦帕湾以及佛州其他地方，尤其是市中心和州际公路两边，利用EB-5资金进行的房地产建设项目比比皆是。这些资金不仅给佛州的经济增长提供了助力，创造了工作机会，也给外国（尤其是中国）投资人提供可获得美国绿卡的一个途径。
当然，由于EB-5投资移民未来政策的不确定性、等待审批时间过长、以及一些曝光的欺诈案件，一些中国人也在转而申请其它能够在美国停留较长时间的签证，其中之一是L-1非移民工作签证。
在美国和中国都有商业机构的跨国公司，从中国分公司派遣高级经理、行政主管、或拥有特殊知识的专业技术人员去美国分公司工作，可以为员工申请L-1签证。公司是申请人，员工是受益人。根据美国公司的设立年限及受益人身份，L-1签证有不同的效期。一般情况，新成立的美国公司首次申请L-1签证的有效期是1年，具有1年以上运营实绩者，首次L-1签证效期可达3年。L-1签证到期后可以提出延期申请，效期可达3年。高级经理和行政主管的L-1签证，最长不得超过7年。
L-1签证的优点包括
- L-1签证对受益人没有语言或教育的要求，也没有配额，审批程序可以在4到6个月内完成。虽然L-1签证最长仅能停留在美国7年，但在这期间只要扩大业务，可以申请另一个签证，如职业移民EB1C签证，这可以让他们获得居留权。
- 目前L-1签证转绿卡，不用担心移民配额不够用。每年L-1签证通过职业移民第一优先EB-1申请绿卡的移民配额在4万个以上，而EB-5移民配额只有1万个。
