1. water shortage/outage 停水（偏书面）
We had water shortage last week.
上周停水了。
Water shortage will hit the city tonight.
今晚，城市要面临一次停水。
2. the water is off 停水（口语化）
A pipe broke in the sweet so the water's off.
这个街道的水管爆了，所以停水了。
Is the water still off? I need to take a shower.
水还没来吗？我想洗个澡。
3. out of water 停水
We were out of water this morning.
早上停水了。
4. back on 表示来水
Oh god, the water is finally back on.
天呐，水终于来了。
power/electricity is off 停电
The power is off. We will have to postpone the meeting.

power blackout/blackout 停电
The entire city experienced a blackout yesterday.
