背景
网上流传着一个段子，说今年最惨的一批人：钱在中植，房在碧桂园，老婆是医药代表，老公在A股。中植信托违约，碧桂园债票暴雷，医药代表或将迎来失业潮，A股春节后一路走低。
中国医药公司一直不被投资者看好，原因在于它们花了很多钱做渠道建设、疏通关系。简单说，医药公司给医院钱，医院便给病人多开这家公司的药。有一组数据，大多数医药公司每年的销售费用，占总销售额的50%，有的甚至比总销售额都多，也远远超出了研发费用。也就是说，这些医药公司不花钱搞研发，反倒花钱疏通关系卖药。羊毛出在羊身上，这部分销售费用，最终是由病号和医保承担。在此背景下，国家进行医药反腐。

2023年9月16日的《经济学人》China版块有篇文章，讲到了中国医药反腐行动，我从中节选了第一段，和大家分享：
For almost two months the authorities have been cracking down on the blatant corruption that has long plagued China’s health-care system. The Communist Party’s Central Commission for Discipline Inspection, its fearsome graft-busting arm, is among a swathe of agencies leading the charge. Heralding the campaign in late July, officials said it would last a full year. State media have called it “a storm” and an unprecedented exercise in “shock and awe”. The 21st Century Business Herald, a newspaper, said that graft-busters were “speeding into the deepwater zone”.

①For almost two months the authorities have been cracking down on the blatant corruption that has long plagued China’s health-care system.
近两月来，有关部门积极开展工作，打击长期困扰中国卫生保健体系的明目张胆的腐败行为。
①句简要概述了“医药反腐”行动。
1️⃣ cracking down on the blatant corruption
blatant 是形容词，意思是 done in an obvious and open way without caring if people are shocked，形容坏行为“明目张胆的、公然的”。
crack down on...是个高频短语，表示“对...进行打击”，也可以说fight against, take a tough line on，其名词形式为 a crackdown on.
比如“双减”政策后，打击校外补习：
With educational inequality becoming a growing focus, governments are  beginning to crack down on off-campus tutoring.
随着教育不公日益受到人们的关注，政府开始打击校外培训。
再看一个例句，英国《每日电讯报》报道中国“地摊经济”时是这么说的：
After years of cracking down on street vendors, China is now allowing them back to give its Covid-ravaged economy a boost.
政府打压街边小贩已有多年，而如今允许他们回来摆摊，以刺激受到新冠疫情影响的经济。
crack还有一个搭配：crack a hard nut，表示“啃硬骨头”，形容解决一个非常困难的问题。这也是近几年来政府材料中经常出现的一个表达。
美剧《逍遥法外》中也出现过类似的说法：
2️⃣ that has long plagued China’s health-care system
plague是个非常形象的表达，本义是“瘟疫”的意思，作动词，表示“感染瘟疫”，用其比喻义，引申为“像瘟疫一样折磨、困扰、影响”，搭配为「问题+plague sth」或「sth be plagued by+问题」。
文中 that has long plagued China’s health-care system 是定语从句，修饰前面的名词 blatant corruption，意思是：明目张胆的腐败行为长期困扰中国卫生保健体系。
写作文时我们经常要说“面临...问题”，常用的短语是 be faced with，此时如果能用 be plagued by 替换，能使语言更加地道、生动。
比如，谈到中国的发展成就时，我们可以说：
There were days when China was plagued by dusty tracks and bumpy roads, but today, the country is criss-crossed by high-speed roads and railways.
曾经中国道路尘土飞扬，崎岖不平，但如今，高速公路和高铁纵横交错，四通八达。
plague 还可以用 bruise 替换，bruise 同样是个很形象生动的小词，它本义是“擦伤、撞伤”，引申为“打击、挫伤、影响”，比如 2023年9月13号的《经济学人》中有篇文章分析了苹果公司在中美科技战中受到的冲击，文中有句话是这么说的：
Further escalation may bruise America’s tech giants, and not just Apple.
进一步升级或令美国科技巨头饱受创伤，苹果当然不会幸免。
②The Communist Party’s Central Commission for Discipline Inspection, its fearsome graft-busting arm, is among a swathe of agencies leading the charge.
中纪委，这一强有力的反腐败部门，同众多其他机构一道，领衔发起了此项行动。
②句介绍了负责反腐行动的部门。
这句话的主干是：The Communist Party’s Central Commission for Discipline Inspection is among a swathe of agencies.
“its fearsome graft-busting arm”是同位语。
“leading the charge”是V-ing形式的后置定语，修饰agencies.
3️⃣ its fearsome graft-busting arm
“its fearsome graft-busting arm”是“The Communist Party’s Central Commission for Discipline Inspection”的同位语，后者全称是“中国共产党中央纪律检查委员会”，简称“中纪委”。
fearsome 意思是“可怕的、十分吓人的”，这个词带有负面色彩，我们在翻译时要稍加处理，可以翻译成“强有力的、威严的”。
“-some”是个常见的形容词后缀，表示“引起…的、产生…的”，比如 troublesome 烦人的，bothersome 讨厌的，quarrelsome 爱争吵的。
graft 指“腐败”，是 corruption 的同义替换。
bust 本义是“打烂，打碎”，相当于 break，可以和名词组成复合形容词“X-busting”，表示打击、终止某个东西，比如：crime-busting laws 打击犯罪的法律，budget-busting 耗尽预算的，sanctions-busting 冲破制裁的（经济学人用这个词形容过伊朗、朝鲜），文中 graft-busting 意思是“打击腐败的”。
再看个《纽约时报》里的例句：
Retraining a mature worker on new software isn't a budget-busting, time-wasting exercise.
对一位资深员工再培训以使其适应新软件，并非浪费金钱，也不会消耗太多时间。
arm 在这里指 a section of a large organization “部门、分支机构”。
4️⃣ is among a swathe of agencies leading the charge
a swathe of 指“大量的”，相当于 a lot of，《经济学人》在报道中国外卖时就用 a swathe of 形容外卖餐馆之多：
Such services—which enable users of a single site to order food from a swathe of local restaurants—are expanding around the world.
外卖，能够让用户在一家网站上从不同的餐馆下订单，在全球范围内迅速发展。
美剧《黄石》中也出现过这个用法：
charge 是名词，这里指 a task or duty，如：
His charge was to obtain specific information. 
他的任务是收集具体的信息。 
文中 is among a swathe of agencies leading the charge 字面意思是：（中纪委）是众多领衔发起此项行动的部门之一。翻译时需要调整一下：中纪委和众多其他部门一道，领衔发了起此项行动。
③Heralding the campaign in late July, officials said it would last a full year.
官方宣布，此次于七月末开展的行动，将持续整整一年之久。
③句交代了反腐行动的持续时间。
5️⃣ Heralding the campaign
herald 读音：['her(ə)ld]，这里指 to say in public that sb / sth is good or important “宣布(好或重要)”，文中 Heralding the campaign in late July 意思是：官方在七月末宣布了这次反腐行动。
再看个例句：
The report is being heralded as a blueprint for the future of transport. 
这份报告被宣称是未来运输的蓝图。
herald 也可以作名词，指“传令官、信使”，电影《罗密欧与朱丽叶》中有句我非常喜欢的台词：
Love's heralds should be thoughts.
爱情的使者应当是思想。
④State media have called it “a storm” and an unprecedented exercise in “shock and awe”.
国家媒体形容其为“风暴”，并称之为前所未有的“震撼之举”。
④⑤两句是媒体的评价，其中④句是官媒的评价。
6️⃣ shock and awe
shock and awe 是一个固定短语，指“震慑战术”，即，使用大规模的军事力量进行快速打击使敌军放弃抵抗的一种战术，这个词体现出医药反腐力度之强。
在生活场景中，shock and awe 可用于表示“震惊、惊讶”，看一句《生活大爆炸》里的台词：
⑤The 21st Century Business Herald, a newspaper, said that graft-busters were “speeding into the deepwater zone”.
一家名为《21世纪经济报道》报刊指出，反腐行动已“迅速进入深水区”。
⑤句是商业媒体的报道。
“speeding into the deepwater zone”，这是说反腐进入了攻坚克难的阶段，是触动利益、触动灵魂的一次根除行动。
医药反腐之后，医药行业的股票应声下跌，短期来看，市场反映的是医药公司销售额下降。但反过来看，反腐可以避免医药公司内卷式竞争，降低开销，把更多钱花在研发上，所以长期看，这是一项利国利民的行动。
