回顾一下，在类似岗位拥有足够人手时，他们曾经做得怎么样。如果还是出现过此类问题，那就说明这很可能是能力问题。
Think back on how the person performed in similar functions when they had ample capacity. If the same kinds of problems came up, then the problem is very likely one of capabilities.
