近些年来,中国的发展与崛起有目共睹,在国际关系一些传统学派的观点中,中国正在以不可预测的方式破坏全球力量平衡。然而,这个超级大国在地区安全问题上,往往选择尊重邻国间的共识,而不是采取高压强硬手段去摆平纷争。中国为何保持克制,又在何时选择让步?国际关系传统理论中的种种假设,是否还能够解释中国的治国之道与外交策略呢?
哥大全球中心与哥大魏德海东亚研究所邀请您参加耶鲁-新加坡国立大学学院政治系副教授Chin-Hao Huang《中国崛起中的权力与克制》(Power and Restraint in China's Rise)新书研讨会。该书从别具一格的视角与理论框架出发,帮助观众理解中国作为一个崛起中的发展中国家、一个在国际社会上担任日益重要角色的“头号玩家”、一个地处复杂地缘政治生态的超级大国,如何利用“实力”处理双边和多边关系,又为何在某些国际议题上选择“退一步,海阔天空”。
Conventional wisdom holds that China's rise is disrupting the global balance of power in unpredictable ways. However, China has often deferred to the consensus of smaller neighboring countries on regional security rather than running roughshod over them. Why and when does China exercise restraint—and how does this aspect of Chinese statecraft challenge the assumptions of international relations theory?
Columbia Global Centers | Beijing and the Weatherhead East Asian Institute at Columbia University invite you to attend a book talk and panel discussion on "Power and Restraint in China's Rise" featuring the author Chin-Hao Huang, an Associate Professor of Political Science at Yale-NUS College. From a unique perspective and theoretical framework, the book talk and discussion aim to help audiences understand how China——a rising developing country, an "active player" playing an increasingly important role in the international community, a superpower located in a complex geopolitical ecology, uses its "power" to handle bilateral and multilateral relations, and why to choose to "take a step back" on some international issues.

In Power and Restraint in China's Rise, Chin-Hao Huang argues that a rising power's aspirations for acceptance provide a key rationale for refraining from coercive measures. He analyzes Chinese foreign policy conduct in the South China Sea, showing how complying with regional norms and accepting constraints improves external perceptions of China and advances other states' recognition of China as legitimate power. Huang details how member states of the Association of Southeast Asian Nations have taken a collective approach to defuse tension in maritime disputes, incentivizing China to support regional security initiatives that it had previously resisted.

Drawing on this empirical analysis, Huang develops new theoretical perspectives on why great powers eschew coercion in favor of restraint when they seek legitimacy. His framework explains why a dominant state with rising ambitions takes the views and interests of small states into account, as well as how collective action can induce change in a major power's behavior. Offering new insight into the causes and consequences of change in recent Chinese foreign policy, this book has significant implications for the future of engagement with China.

Chin-Hao Huang is an Associate Professor of Political Science at Yale-NUS College (in New York City). His research and teaching focus on China's foreign relations, the international relations of East Asia, and international security. He is the recipient of the Lee Kong Chian National University of Singapore-Stanford University Distinguished Fellowship on Contemporary Southeast Asia (2018-2019) and the American Political Science Association's Foreign Policy Section Best Paper Award (2014). He is the author or co-author of three books, including his latest manuscript, Power and Restraint in China's Rise (Columbia University Press, 2022).

Nick R. Smith is an Assistant Professor of Architecture and Urban Studies at Barnard College. Smith is a scholar of urban transformation and planning. His work explores the city as an institution and planning as a process of institution building. Combining the perspectives of new institutional economics, development anthropology, and urban sociology, Smith investigates how urbanization inscribes the "rules of the games" into the space of the city. Using a combination of ethnography, spatial analysis, and archival research, he primarily pursues these processes through investigations of peri-urban villages—contexts of instability, liminality, and rapid change where new forms of urbanization are produced and contested.
