内循环、外循环，外媒原来这么翻！

对于经常做中译英的人来说，最头疼的事，就是把有中国特色的政策术语翻译成英语。

今年最常挂在各级领导嘴边的一个词就是：双循环。

5月的中央政治局常委会会议指出，要“逐步形成以国内大循环为主体、国内国际双循环相互促进的新格局”。

那么，这个 “双循环”到底该怎么翻？

我们查看了很多国内外英文媒体的报道，几乎无一例外地都把双循环直译成了“dual circulation”。

但要让不熟悉中国政策语境的外国读者，真正明白“双循环”的含义，仅仅按字面简单地翻译成“dual circulation”，是远远不够的。

我们一直认为，要想准确翻译好任何政策术语，首先必须对政策有扎实的理解，吃透搞懂其背景、内涵和目标。

随着对这一战略的解读日益深入，国外媒体关于“双循环”的报道和分析文章也越来越多，我们搜集了部分，和大家一起来学习一些相关的表达。

首先，CNBC在8月31日的一篇文章中是这样来解释“双循环”的：

The phrase refers broadly to two circles of economic activity — internal and external — with greater emphasis than before on business at home.

这里明确指出，循环是指经济活动的循环,“two circles of economic activity”，值得注意的是，尽管包含了各类型的经济活动，但这里的activity的意思是 a situation in which a lot of things are happening or being done，活跃状况，通常都用单数。

再来看看雅虎Explainer栏目是如何定义“双循环”的：

China will rely mainly on

"internal circulation" - the domestic cycle of production, distribution, and consumption - for its development, supported by innovation and upgrades in the economy.

The "internal circulation" will be supported by "external circulation".

这里对内循环的解释更详细，指“国内的生产、分销和消费循环，以经济创新和升级为支撑”。

再来看看《纽约时报》是怎么解释的：

（The dual circulation strategy）means China should rely on a robust cycle of domestic demand and innovation as the main driver of the economy while maintaining foreign markets and investors as a second engine of growth.

相比CNBC把“内/外循环”直译成internal/external cycle，《纽约时报》的解释更加明确，以“内循环为主”，就是要把“国内需求和创新作为经济增长的主要动力”，而同时要“维护国外市场和投资者作为第二个增长引擎”。

小编觉得，《纽约时报》对“dual circulation”的阐释，点明了循环的“内外”“主次”之分，是相对比较到位和精简的解释，值得我们借鉴。

除了各大媒体，不少智库也在积极研究中国政府新提出的这项宏观战略，并认为它将是明年两会通过的“十四五计划”中的一个重点。

美国最重要的国际问题研究智库之一，美国战略与国际问题研究中心（Center for Strategic and International Studies）费里曼中国研究部主任Jude Blanchette和其同事，最近发表了一篇评论文章（原文请点击文末链接），从学者的视角出发，详细解读了这一战略。

The strategy, which envisions a new balance away from global integration (the first circulation) and toward increased domestic reliance (the second circulation)，......

该战略设想了一种新的平衡，即从全球一体化（第一循环）转向增加国内依赖（第二循环），......

这里用到的a balance away from...toward...是外媒谈到中国经济转型时，特别常用的一个表达法，在这里可以译成将（经济发展）侧重点从全球一体化转向加强对国内自身的依赖。

如果单看这一解释，似乎突出了转向“内循环”，没有体现出国内国际双循环相互促进的意思。

但文章之后对这一战略有更进一步的解读：

Beijing now seeks to attempt a new “big thing”—balancing emphases on both internationalization and self-sufficiency that marks China’s own version of “hedged integration.”

北京现在正试图尝试“新的大事” — 兼顾国际化和自力更生，这标志着中国版的“有保护的一体化”。

This model entails engaging international capital, financial, and technological markets when advantages can be gained while simultaneously bolstering indigenous capabilities to avoid overreliance on the global economy.

这一模式设想，在可以充分利用优势时，参与国际资本、金融和技术市场，与此同时增强本土能力，避免对国际经济的过度依赖。

这两段更加直白地点出了“内/外循环”的政策内涵，外循环就是internationalization，是我国这些年来坚持走的“国际化”的路线，而内循环则是更多依靠国内力量（indigenous capabilities），实现自给自足（self-sufficiency）。

而双循环是要实现两者兼顾（balancing emphases），所以在文章作者看来，这是一种hedged integration, hedge的意思是防范可能的损失，因此hedged可以翻译成有保护的。

文章进一步指出了这一战略的核心是“增强中国经济的韧性（resilience）”。

At its core, dual circulation is a strategy to fortify China’s economic resilience in the face of global economic undulations and a general retreat from globalization among Western democracies.

双循环战略的核心，是在面对全球经济波动和西方民主国家普遍退出全球化的情况下，加强中国经济韧性。

fortify原意是筑城防御，引申表示增强，加强，可以作为strengthen的同义词。

undulation的意思是起伏，波动，表示经济波动一个更常见的表达是economic volatility。

retreat from表示从...退出，也是一个很常用的表达。
