今天（2020年8月5日），美国国务卿蓬佩奥在政府网站上发布新闻通告，宣布扩大以保护美国资产的清洁网络，宣布了五大措施，都是针对中国的。
清洁网络的五项新工作如下：
干净的运营商：禁止中国电信运营商接入美国电信网络，不得提供往返美国的国际电信服务。
干净的应用商店 Store：从美国移动应用商店中删除中国的APP应用。
干净的应用程序APP：禁止中国手机制造商在其应用商店中预安装（或以其他方式使之可供下载）受信任的应用程序。点名了华为。
干净的云 clouds：禁止在中国的云系统（包括百度，阿里巴巴和腾讯等公司）上存储和处理美国公民最敏感的个人信息和们企业最有价值的知识产权。
干净的电缆 cable ：防止与全球互联网连接的海底电缆不被破坏和被用以收集情报。美国还将与外国合作伙伴合作，以确保世界各地的海底电缆不会受到类似的损害。
美国这些措施一出，会对中美之间的电信网络交流造成很大影响，尤其是对在美华人和中国亲戚朋友联系造成影响。中国电信公司的手机号码在美国将不能运营。微信等通信联络应用估计也会受限甚至完全被禁用。五眼联盟中的其他国家也可能会跟进采取类似措施。

Announcing the Expansion of the Clean Network to Safeguard America’s Assets

The Clean Network program is the Trump Administration’s comprehensive approach to guarding our citizens’ privacy and our companies’ most sensitive information from aggressive intrusions by malign actors. Today, I am announcing the launch of five new lines of effort to protect America’s critical telecommunications and technology infrastructure.
These programs are rooted in internationally accepted digital trust standards and built upon the 5G Clean Path initiative, announced on April 29, 2020, to secure data traveling on 5G networks into U.S. diplomatic facilities overseas and within the United States.
The five new lines of effort for the Clean Network are as follows:
  • Clean Carrier: To ensure untrusted carriers are not connected with U.S. telecommunications networks. Such companies pose a danger to U.S. national security and should not provide international telecommunications services to and from the United States.
  • Clean Store: To remove untrusted applications from U.S. mobile app stores. 
  • Clean Apps: To prevent untrusted smartphone manufacturers from pre-installing –or otherwise making available for download – trusted apps on their apps store. Huawei is trading on the innovations and reputations of leading U.S. and foreign companies. These companies should remove their apps from Huawei’s app store to ensure they are not partnering with a human rights abuser.
  • Clean Cloud: To prevent U.S. citizens’ most sensitive personal information and our businesses’ most valuable intellectual property, including COVID-19 vaccine research, from being stored and processed on cloud-based systems accessible to our foreign adversaries through companies such as Alibaba, Baidu, and Tencent.
  • Clean Cable: To ensure the undersea cables connecting our country to the global internet are not subverted for intelligence gathering at hyper scale. We will also work with foreign partners to ensure that undersea cables around the world aren’t similarly subject to compromise.
Momentum for the Clean Network program is growing. More than thirty countries and territories are now Clean Countries, and many of the world’s biggest telecommunications companies are Clean Telcos. All have committed to exclusively using trusted vendors in their Clean Networks.
The United States calls on our allies and partners in government and industry around the world to join the growing tide to secure our data. Building a Clean fortress around our citizens’ data will ensure all of our nations’ security.
