2020年7月6日，美国 ICE (U.S. Immigration and Customs Enforcement) 发布了一份公告，要求2020年秋季若学校是纯线上教学 F1学生不得待在美国。官方公告链接：

要点如下。
  • 如果F1学生的学校2020年秋季学期是纯线上教学，那么：
    • F1学生将不能获得新的签证；
    • 即使有有效F1签证，也会被拒绝入境；
    • 即使该F1学生已经在美国境内了，也必须离境或转学！(“Active students currently in the United States enrolled in such programs must depart the country or take other measures, such as transferring to a school with in-person instruction to remain in lawful status. If not, they may face immigration consequences including, but not limited to, the initiation of removal proceedings.”)
  • 如果学校秋季学期是纯线下教学，那么学生至多只能上一门网课（3学分）。
  • 如果学校秋季学期是线上线下混合教学模式，那么学生自己选的课不能100%全部是网课。
根据 Business Insider 的报道，似乎目前只有8%的学校秋季学期是纯线上教学的，不过随着疫情的发展有可能有更多学校加入。如果你的学校不幸是纯线上教学的，我强烈建议你发动你身边的所有同学和老师给学校发邮件说一下这件事的严重性希望能至少改成线上线下混合教学模式。
如果你的学校是线上线下混合教学的，如果你是F1学生且想留在美国境内，请你务必保证自己2020年秋季学期选的课不是100%网课！
