9月19日，期待中的S.386闯关参议院，失利。
由于Georgia参议员David Perdue的反对，按照Unanimous Consent程序，S.386未能过关。
关于此次闯关失败及后继看点：
1. David Perdue代表的也是菲律宾护士集体利益，他（或者他所代表的利益方）认为Rand Paul所答应的年5000张签证（包括附属申请人）太少，至少要1万，因此出面反对；
2. 该提案的推动者Mike Lee正在积极与David Perdue寻求磋商，解决双方之间的分歧；
3. 推动方期望速战速决，拖的时间越久，可能阻力越大，因此预期最晚下周还将继续尝试通过Unanimous Consent程序闯关；
4. 有小道消息称，EB-5已经被踢出S.386，目前未能从任何可靠来源证实，尚不值得评论，但需警惕；
在此之前，S.386已经与最大反对者Grassley达成妥协（美取消签证国别限额提案获重大突破），也与代表菲律宾护士群体利益的反对者Rand Paul（取消签证国别限额提案，参议院受阻众议院下周投票）达成妥协（S.386或于周四进行投票），并且众议院已经通过了该法案的众议院版本H.R.1044（HR 1044通过众议院）。
目前，华人留学生群体正在积极联系议员反对S.386，因为他们认为一旦通过该提案将使得中国人通过EB-2/EB-3的排期时间大大延长。
而代表印度裔利益的游说组织Immigration Voice，正在积极号召该提案的受益者打电话给参议员特别是David Perdue，请求他们支持该提案：

作为中国EB-5投资者，该提案的最大受益者之一的群体，特别是在美国读书的EB-5申请人，是否应该也拿起电话联系参议员，提出自己的诉求，起码华人声音里面，不应该只有反对的声音。

👉 I am requesting the Senator to vote *YES* for bill *S386* “Fairness for High-Skilled Immigrants Act of 2019” when it comes to the Senate floor next week. 
👉 I request the senator to talk with and encourage other senators to support S386. Employment based immigration system should be fair to ALL immigrants regardless of their races, color, origin of birth place. Per Country Cap should be removed!
