For the Future of HKU, Please Help to Stop, Safeguard, and Sustain!

DearCouncil members of HKU:
Hope this letter finds you well! It represents the unanimous voice of more than two hundred non-local students currently studying at the University of Hong Kong. We want to express our serious concern about the recent events in the HKU campus. We appeal to your careful consideration and timely action to Stoplanguage violence, Safeguard our equal rights, and Sustain normal academic activities in the campus.
Large-scale campaigns and protests have recently aroused broad attention and great concerns in Hong Kong. Within the HKU community, there appeared disturbing posters all around the campus, followed by the intimidating siege of President’s residence at late night of July 12. A petition on the social media change.org, titled “Support the President of HKU! We demand a campus without language violence and sedition,”was initiated by a HKU undergraduate on July 13. It has drawn support of over 6,000people, who signed their names and wrote down supportive comments, no matter local or non-local students and staff (see attached screenshots of the petition and result). Given such strong responses in just two days, we would like to appeal to your immediate attention and consideration of the following issues: How should we uphold our established reputation as an inclusive, open, and diverse university? How should we protect the legitimate equal rights of all HKUmembers, and, whether we out of justice and human conscience should say no and take disciplinary actions to stop extremely improper and violent speeches/behaviors that go against the principle of freedom of speech?
Freedom of speech, in a common definition, means to allow individuals and groups to articulate their views without fear of retaliation or censorship, to the extent that different or even conflicting views may co-exist. However, it is to our great regret, and we believe in the regret of every sensible, conscient human being, to see such freedom being severely challenged and shaken in our campus. We would specifically point at the HKU Student Union that traditionally issues public statements on various social events in the name of all HKU students, either alone or in conjunction with the student unions of other universities. However, before the release of the statements, the HKUSU did not truly solicit the opinions of all students in open and fair manner. There have been difficulties and obstacles, often intentionally made, for those minority students (especially non-local students) to express their voices and opinions via normal channels. It is more than evident that the administrative team of the HKUSU virtually deprives the freedom of speech from both minority groups and opponents. HKUundergraduates, including many local students, feel that the HKUSU leaders speak and act like tyrants who want to exert hegemonic rule over an independent kingdom. Anyone who dares to express his or her discontent will be crushed down in one way or another. No wonder the HKUSU can empower itself to “freely” publish (without any restraint indeed!) and post a variety of statements in campus, with extremely inflammatory and insulting words. No one could deny that this kind of irresponsible language violence, if not stopped right away, will severely damage the University’s reputation and disturb normal studies and work of all HKU members. To our great surprise, however, the obvious problem ofHKUSU was not even explicitly mentioned in today’s email notification from the SMT and the Deans to all HKU students!
If the HKUSUtruly supports equal rights among all HKU stakeholders, it should stop its intimidating speeches and bullying behaviors. We sincerely hope that Councilmembers can spare a few minutes to visit the Democracy Wall and look at the disturbing posters of unrestrained slanders and hatred words. (Or, at least you can easily ask for photos taken by others.)  
The prosperity and safety of Hong Kong in the past two decades benefited from openness, mutual respect, diversity, and most importantly, the rule of law. We share the concerns of most protestors, but the pursuit for freedom and justice by no means gives justification for the use of violence, not to mention the defiance and damage to the foundation of the rule of law. This principle has been clearly articulated in the statement of the President of the Hong Kong Bar Association. The former USConsulate General in Hong Kong also expressed his disappointment at the ongoing disputes and conflicts in Hong Kong. We wonder why in HKU, claimed to be a highly internationalized and open institution, some members were intimidated and attacked merely because they would uphold the rule of law and oppose violence of any kind?
As a minority group, we do feel great pressure in expressing our voices. Yet, as rational and conscient humans, we must speak out and make our stance crystal clear that no form of violence, including language violence, should be tolerated in our campus. We sincerely hope that you can consider our appeals below and take necessary actions in a timely manner before the situation gets out of control.  
1. Change the administration of student societies to guarantee equal rights of all HKU students
The equal rights of speech of HKU students should be executed in all legitimate student societies, associations, and organizations. Under the current administrative pattern, student bodies must first register under the HKUSU to have the right to send bulk email notices, book venues, and display posters. Regretfully, the HKUSU takes all means, implicit or explicit, to manipulate the procedure for its own interests(and political stance) and block the normal channels for students to speak out their voices, opinions, and proper requests. We really want to see a fundamental change of this unjust administrative structure, which ironically is still being operated in the name of equality, freedom, and democracy.
2. Change theWall of Democracy to a site of responsible speeches and constructive exchanges
The wall of democracy is supposed to be a site where different views and voices can be shared and exchanged freely, in an equal and friendly manner. Now, it becomes the front of one party to “freely” attack whoever is on the way. This reminds us of the Red Guards during the Cultural Revolution, who made Big-character posters to express bone deep hatred at those framed “class enemies,” many of them were innocent scholars and teachers. Can we allow the same historical tragedy to repeat itself in one of the world leading universities in the 21st century? We strongly request an official investigation of the contents of posters on the wall, followed by necessary disciplinary means to stop future display of words with insulation, discrimination, defamation, and language violence. Anyone who has done such wrong act should be shameful as a HKU member, as it brings irreparable damage to this reputable institution!
We strongly request that the HKUSU withdraw all posters containing insulting and offensive words, which have severely damaged the public image of the University. As part of the HKUcommunity, we would also demand a formal apology, on behalf of every member, from the HKUSU for the improper handling of those intimidating posters on the Wall.
3. Change ResidentialHalls to a friendly and comfortable home for every student
Many non-local students have indicated their great discontent for having been treated unfairly in the residential halls. Some of you may have already read the article “Was I Too Part of HKU?”, in which a Korean student reveals her unpleasant experiences of studies and hall life at HKU. If these students no longer see HKU as their home and lose the sense of belonging, how can the University continue to attract and nurture the most talented students worldwide? We, therefore, ask for necessary and practical measurements to deal with the problems that have been long identified in the hall culture of HKU.
We are here studying at the University for “Sapientia et Virtus,” not for political struggle, ethnic discrimination, injustice, violence, or any dark side of humanity. The Council and other governing units should be responsible for maintaining a peaceful and stable academic environment in campus, and showing the residents ofHong Kong a positive example to turn away from the dangerous road that heads for a chaotic and disastrous end of the city.
Please consider our sincere appeal, which is submitted to you frankly with a humble and peaceful mind. Again, our keen concerns are to Stop language violence, Safeguard equal rights, and Sustain normal academic activities in campus. We would appreciate your careful consideration and timely response to our appeal.

校委會成員、先生、女士鈞鑒：
展信佳！此信進呈兩百餘名在港大就讀的非本地學生的一致心聲。我們希望表達對近期校園內事件的強烈關注。我們的訴求是懇請校委會慎重考慮並及時行動，停止語言暴力，保障我們的平等權利，維持校內的正常學術活動。
近來幾場大規模的運動和示威遊行引起了香港社會的廣泛關注。在港大校園內，一時間出現大量令人不安的海報，其後七月十二日深夜發生包圍校長住所、強迫回應等令人驚恐的行為。一位港大本科生就此在網絡平台change.org發起名為“Support the President of HKU! We demand acampus without language violence and sedition” 的請願活動，短短兩日內已經有超過六千人簽名聯署，不論本地或非本地的學生及教職員，都表態支持校長的立場。(請參閱隨附請願書及統計結果) 考慮到兩日內就有如此強烈的反響，我們也藉此提請校委會的即時關注，並請成員慎重考慮如下重要話題：我們如何維持一間包容、開放、多元的大學的悠久聲譽？如何保護所有港大人的合法平等權利？是否應該出於正義和良知，向極不合宜甚至有暴力色彩的語言/行為說不？而此種語言/行為已經違背了言論自由的原則，必須採取紀律措施加以制止。
言論自由通常被定義為允許個人或團體自由表達意見，不畏報復或審查，以至於不同的甚至衝突的觀點都可以並存。然而，令我們遺憾，乃至令任何有感覺及良心的人士遺憾的是，這樣的言論自由在港大校園被嚴重挑戰和動搖。特別要指出，港大學生會一貫以代表所有港大學生的名義，單獨或與其他大學學生會聯合，針對社會事件發表聲明。然而，在發表聲明之前，學生會並未真正公開、公正地邀請和搜集所有學生的意見。經常出現蓄意而為的困難和阻礙，以至於弱勢學生（尤其是非本地生）無法通過正常的渠道表達聲音和意見。顯而易見，學生會的治理團隊剝奪了弱勢群體和反對群體的言論自由權利。港大本科生，包括很多本地生，感到學生會領導者的言談行事如同暴君一般，實行高壓治理，自成一個獨立王國。任何膽敢表達不滿的學生，都將會被以某種方式壓制。由此不難理解，港大學生會為何能自我賦權，在校內“自由地”（絕無任何限制！）出版、公開一系列聲明，其中充滿了煽動性的、具冒犯性的言辭。任何人都無法否認，此等不負責任的言語暴力如不及時制止，勢將嚴重破壞大學的聲譽，對港大師生的正常學習、工作造成困擾。然而令我們驚訝的是，今日大學管制機構及院長等聯署發了一份給學生的聲明，其中竟然沒有只言片語，直指學生會存在的明顯問題。
如果港大學生會真正支持所有港大持份者的平等權利，就應該停止恐嚇性的言論和行為。我們希望校委會成員可以撥冗片刻，移步民主牆，查看那些無所顧忌且令人不安的中傷和仇恨字句。（或者，請至少向人索取有關照片查閱。）
香港在過去二十餘年的繁荣与发展，多得益於開放、互相尊重、多元，還有最重要的是法治。我們充分理解大多數示威者的關注，然而尋求自由及正義，絕不應為使用暴力背書，更不用提無視和破壞法治的根基。這一原則已在香港大律師公會主席的聲明中得到明確闡釋。前美國駐港總領事也表達了對目前香港社會爭議和對立的失望。我們難以理解，為何在港大這所被稱為高度國際化和開放的學術機構，部分成員僅僅因其表示支持法治，反對任何形式的暴力，卻被威脅和攻擊？
作為弱勢群體，我們真切感受到表達自己聲音的巨大壓力。不過，作為理性和有良知的人，我們必須發聲，並清晰表達不可容忍在校園內出現任何形式的暴力，包括語言暴力。我們期望校委們考慮以下訴求，並及時採取行動，以免事態發展到難以控制的境地。
1. 改變學生社團行政機制，保障所有港大學生的平等權利
所有港大學生的平等權利必須在合法的學生社團和機構內得到實行。然而，目前的行政規則，學生團體必須首先在港大學生會名下註冊，方可群發電郵通知、預訂場地及張貼海報。令人遺憾的是，港大學生會採取各種或隱蔽或明顯的方式，為自身的利益（及政治立場）操縱程序，阻塞學生發表聲音、意見及合理要求的正常渠道。我們希望從根本上改變此種不公正的行政構架，而頗具諷刺意味的是，此構架至今仍然以平等、自由、民主的名義繼續運作。
2. 改變民主牆使用，使其成為一個負責任言論和建設性交流的平台
民主牆本該是以平等、友善的方式，自由分享和交流不同觀點及聲音的平台。現在卻淪為某一群體“自由”攻擊任何擋路者的陣地。這不免讓我們想起文化大革命中的紅衛兵，製造大字報表達對被構陷的“階級敵人”的極度仇恨，其中很多都是無辜的學者和教師。我們還會讓同樣的歷史悲劇在二十一世紀的一所著名學府重演嗎？我們強烈要求對民主牆的內容展開正式調查，並採取必要的校紀措施，制止今後在牆上展示帶有冒犯性、歧視性、誹謗和語言暴力的言辭。任何做錯的人應該為自己作為港大一員而感到羞愧，因其行為已對這所大學的聲譽造成了難以挽回的損害！
我們強烈要求港大學生會撤銷所有帶有冒犯性言辭的海報，這些海報已經嚴重損害了大學的公眾形象。作為港大社區的一分子，我們也期望能夠以其他成員的名義，要求港大學生會為民主牆冒犯性海報的不當行為正式道歉。
3. 改善學生舍堂環境，使其成為每位學生感到親善和舒適的家
很多非本地學生都因在學生社堂受到不公正的對待，而表達了深切的不滿。校委們也許在網絡上看到了題為“我也是港大一部分？”的文章，文中一位韓裔學生揭露她在港大學習和社堂生活中的不愉快經歷。(https://medium.com/@Iamjuwonpark/was-i-too-part-of-hku-76aacea6f8ae)。目前為止校方尚未有任何正式的回應，也未見相應的行動舉措。若果這些非本地生不再視港大為自己的家，失去了歸屬感，港大如何能持續吸引、培養世界各地的優秀學生？因此，我們要求採取必要及切實的措施，處理港大社堂文化中存在的陳年積弊。
我們來到港大這所學術殿堂求學，是為了“格物、明德”，而不是政治鬥爭，族群歧視、不公正、暴力，或任何人性的黑暗面。校委會及其他管制機構需要負擔起責任，在校園內維繫和平、穩定的學術環境，同時向香港市民展示一個正面的範例，脫離將香港引向混亂、災難性後果的危險道路。
請考慮我們以坦白態度及謙卑、和平之心提交的誠摯訴求。再次重申，我們的最大關注是停止語言暴力，保障平等權利，以及維持校內的正常學術活動。我們感謝校委會成員的慎重考慮，並期望盡快得到對此三項訴求的回應。
