新型“马路杀手”已经出现了
那就是——“低头族”
手机低头族近年来的杯具屡见不鲜：轻则磕磕碰碰，重则小命不保。
为了不让低头族们过马路看手机，各个地方也是拼了！

Crossing the street here can be challenging any time, and you might be even less likely to notice that honking cab or zooming bicyclist if you're looking at your phone.
过马路成了一个挑战，如果盯着你的手机看，容易忽视呼啸而过的汽车或自行车 。
Now, it could become illegal to do so.
现在，这么做可能是违法的。
A bill in the New York State Senate seeks to ban pedestrians from using portable electronic devices while crossing the road. Fines would range from $25 to $250.
纽约州参议院提交一项新法案，禁止行人在过马路时玩便携式移动设备（手机、笔记本和游戏机等）。一旦通过，违反者将被罚25到250美元。
The statewide ban would include texting, checking emails, and browsing the internet, with exceptions for emergencies.
被禁止的范围包括打字、看邮件、上网，紧急情况下例外。
'It's OK to wait the 5 seconds'
"It's hard not to notice the number of people texting while walking, and downright alarming to see people continuing their texting while crossing the street," State Senator John Liu told CNN. "We want New Yorkers to know it's OK to wait the 5 seconds."
“一边走路一边发短信的人太多了，令人难以忽视。”议员John Liu告诉CNN，“我们想让纽约人民知道等个五秒也没什么。”
Honolulu passed a similar law in 2017 that appeared to be the first of its kind and was known as the "distracted pedestrian" law.
火奴鲁鲁成为第一个“吃螃蟹的人”，在2017年通过了一个相似的法案。
A 2019 report by the Governors Highway Safety Association estimated that 6,227 pedestrians were killed in traffic crashes in 2018, the most in almost three decades.
据美国高速公路安全协会2019年报道，在2018年有6,277名行人在车祸中丧命，为三十年来最高。
The report cited "the large growth in smartphone use" as a possible reason.
报道认为可能的原因是“智能手机的大量运用”。

A city in South Korea, which has the world’s highest smartphone penetration rate, has installed flickering lights and laser beams at a road crossing to warn “smartphone zombies” to look up and drivers to slow down, in the hope of preventing accidents.
日前，韩国某市在十字路口安装了闪灯装置和激光束，提醒“智能手机低头族”们抬头看路，并让驾驶人员减速，避免意外发生。
