正是您的宝贵支持，AAED得以在国会山与重要政策制定者，如美国众议院和参议院重要议员、以及白宫高级官员探讨EB-5相关政策问题——这在华盛顿特区是第一次。
正如您所知，我们很自豪可以成为华盛顿特区唯一一家专注于影响EB-5投资人相关政策的美国行业协会。每周，华盛顿都在上演激烈的政策改革，而我们就在国会山为您发声。
仅在过去的6个月，AAED就EB-5计划排期过长影响成千上万投资人、亟需解决的问题与众议院和参议院立法委员会委员以及相关官员进行了超过70次会谈。短时间内，AAED已经在美国国会树立起旨在通过立法手段解决EB-5计划超长排期的组织形象。由于2018年年底美国国会未能就临时拨款法案达成一致，我们想藉由临时法案中添加有助于解决EB-5排期政策的相关战略暂时未能实现。
美国联邦政府部分机构已停摆，国会领导者以及行政机关正在商谈有望达成共识的美国政府财政预算。AAED相信众议院以及参议院将很快就参政预算达成共识，我们将坚定自己的短期目标，继续密切做EB-5计划倡导者的工作，力求在第116届美国国会中找到立场一致者，从而解决EB-5投资人所面临的长排期问题。
前瞻新的一年，AAED华盛顿政府关系工作组成员将立即与参议院司法委员会主席及其高级政策官员会面，与其跟进我们在2018年年底与主席Chuck Grassley (R-IA) 所进行的会谈。国会于2019年1月3日恢复后，我们将立即就EB-5长排期问题在参议院和众议院新司法委员会班子展开工作。

Dear AAED Members,
On behalf of AAED’s ExecutiveLeadership, dedicated volunteers, and Government Relations team in Washington,D.C., we would like to take this opportunity to thank AAED members like you, for your continued and critical support in 2018 to address pending issues that directly impact thousands of EB-5 investors. 
For the first time in Washington, your invaluable support this year has allowed AAED to directly address policy issues on Capitol Hill with key policy makers including U.S. House of Representatives and U.S. Senators, as well as senior officials of the White House. 
As you know, AAED prides itself in being the only U.S. trade association in Washington to exclusively focus on policy issues affecting EB-5 investors.  We are your voice in the nations capitol as things develop frantically in Washington any given week.
In just 6 months, AAED has had over 70 meetings with House and Senate Judiciary Committee Members and staff to educate policy makers about the urgent need to address the growing backlog issue impacting thousands of investors.  In a relatively short period of time, AAED has established itself as an organization keen on finding relief for the backlog issue through any legislative vehicle that presents itself in Congress.  Our strategy to address the backlog issue through a continuing resolution (CR) had to be set aside temporarily due to the ongoing inability for Congress and the Administration to find a meaningful pathway to fund the Federal Government.
As you may be aware, Congressional Leaders and the Administration are in a temporary standoff as they negotiate aviable outcome to fund the U.S. government. However, AAED believes leaders on both sides of the aisle will soon come to an agreement to fund the government and AAED will remain steadfast and aggressively pursue our short-term strategy to continue working with strong proponents of the EB-5 program and find consensus with incoming Democrats in the 116th Congressional cycle to find relief for EB-5 investors.
As we look into the new year, AAED policy staff will immediately hit the ground running and meet the incoming Chairman of the Senate Judiciary Committee and his top policy staff to pick upwhere we left the end of the year with Chairman Chuck Grassley (R-IA).  Rest assured, AAED is determined to address the backlog issue as soon as Congress returns on January 3rd, 2019 and plans to engage the new Judiciary committee members in the House and Senate as they formally announce them in the coming weeks.
We are very grateful to represent you in Washington and thank you for your continued support in 2019. AAED will continue to collaborate with all the stakeholders related to the EB-5 visa backlog issue, such as investors, brokers, regional centers and trade associations. Together we can build on our current legislative efforts to find the solutions for the EB-5 visa backlog issue.
We have just begun and look forward to policy achievements in the new year.
