近期,美国财政部长耶伦接受美国电台节目《Marketplace》采访时,再度炒作中国在电动汽车、太阳能等领域存在所谓的“产能过剩”,被主持人质疑美政府也在这些领域提供巨额补贴。
耶伦的回应现场展示了什么是“美式双标”。
During an interview with a US radio program on May 9, US Treasury Secretary Janet Yellen reiterated her accusations from an April trip, alleging that "China is massively subsidizing investment in this set of industries that they have targeted as critical to their growth prospects," resulting in a playing field that was not "level." She commented in response to the host's inquiry about whether, in emerging sectors such as electric vehicles and batteries, the US was just possibly "being outcompeted by the Chinese."
主持人雷斯达尔(Kai Ryssdal)和耶伦就4月访华的重点之一进行讨论,并发问称,“正如您提到的电动汽车、电池,这些先进产品‘产能过剩’的问题。有没有可能,我们只是在这些领域被中国超越了?”
"Let me ask you about one of the focuses of that trip, which is, as you mentioned, overcapacity in advanced products, electric vehicles, batteries, all of those things. Is it possible we’re just being outcompeted by the Chinese in those fields?" the anchor 
Kai Ryssdal asked.
耶伦连忙予以否认,继续以往那套说辞:“我们认为(双方的)竞争是不公平的,中国正在大规模补贴对其经济发展至关重要的领域。”
"Well, we don’t think the playing field is level. And we think China is massively subsidizing investment in this set of industries that they have targeted as critical to their growth prospects." Yellen said.
雷斯达尔当即提出质疑,“比我们的芯片法案和《通胀削减法案》提供的补贴还要多吗?美国政府可是投入了数十亿美元。”
"Subsidizing more than we are with our investments in the CHIPS Act and the infrastructure and all that? Because we’re pouring billions — you are pouring billions in,"Kai Ryssdal added.
于是,耶伦不得不承认,美国政府确实向清洁能源、电动汽车、电池和可再生能源等领域提供补贴。但她又强调,这是“对重要战略领域进行的投资补贴”,“我们不希望看到中国对产能严重过剩的企业进行大量补贴,这只会让我们的企业破产。”  
"...So yes, we’re very explicitly subsidizing investments in these important strategic areas. And what we don’t want to see is massive Chinese subsidies to firms with huge overcapacity that will just drive our firms out of business," She said.

针对耶伦上述言论,华春莹在社交媒体平台X上发文,“翻译一下:‘我们将通过补贴支持美国工业,因为这是战略性的,但当别人这么做时,那就是不公平竞争。’
China's Assistant Foreign Minister Hua Chunying took to social media on Monday to rebuke the US for double standard in response to recent remarks by US Treasury Secretary Janet Yellen, who once again hyped the alleged "overcapacity" narrative targeting Chinese green energy sectors such as electric vehicles and solar energy during a media interview.
Hua posted on X, formerly known as Twitter, on Monday that the US government "supports US industries with subsidies because it's strategic, but when others do it, it's unfair competition."
对于华春莹的解读,有外国网友评论表示,说两面话很难,但美国却可以轻易说出,美方所谓的规则是为他人制定的,而且随心所欲地进行修改。
“当美国在竞争中失利时,它就开始作弊。”网友感叹说,这才是真正输了比赛。
还有网友直言,美国总是做它想做的事,而不是做对大家都有利的事,或者体面的事。     
外交部:只许州官放火,不许百姓点灯
中国外交部发言人汪文斌说,注意到有关报道,按照美方的逻辑,美国进行补贴就是“至关重要的产业投资”,别国进行补贴就是“令人担忧的不公平竞争”;美国向世界出口有比较优势的产品就是“自由贸易”,别国向世界出口有比较优势的产品就是“产能过剩”。
这用中国话来说就叫“只许州官放火,不许百姓点灯(the magistrate allows himself to set fire but bans everyone else from lighting candles),用美国话来讲就是“我做了你不能学,我说了你必须做(Do as I say, not as I do)”
Chinese Foreign Ministry spokesperson Wang Wenbin on Tuesday slammed Janet Yellen’s double standard narrative on “overcapacity”, calling it an act of protectionism, which tramples on the principles of market economy and international rules, and is blatant bullying.
发言人说,说到底,美国就是在打着“产能过剩”的旗号,对别国的先进产业进行打压,以“公平竞争”为借口搞保护主义,践踏市场经济原则和国际经贸规则,是赤裸裸的霸凌霸道。
Wang pointed out that the US sees its own subsidies as important investments in key industries, but criticizes other countries for providing subsidies. The US also berates other countries for exporting competitive products, labeling it as "overcapacity", while promoting its own exports as “free trade.”

汪文斌说,我愿重申,包括电动汽车、锂电池、光伏产品在内的中国新能源产业的快速发展建立在技术持续创新、完善的产供链体系和充分的市场竞争之上,取得的领先地位是比较优势和市场规律共同作用的结果,而非来自所谓的“补贴”。相反,近年来,美方相继签署《芯片与科学法案》《削减通胀法案》,通过数千亿美元的直接和间接补贴,直接干预市场资源配置,美国才是产业补贴的“大户”。补贴补不出产业竞争力,保护也保不出真正强大的企业。
Wang reiterated that the rapid development of China's new energy industry is built on homegrown tech innovation, the complete supply chain and sufficient market competition rather than relying on government subsidies. 
On the contrary the US has been a major player in doling out government subsidies through the CHIPS and Science Act and Inflation Reduction Act, Wang added.
汪文斌说,中国新能源产业的快速发展,符合世界经济实现绿色转型的需要,有利于中国,有利于美国,也有利于世界。我们奉劝美方,摒弃心口不一的虚伪和双标,不要再重蹈保护主义的覆辙。
Wang noted that the rapid development of China's new energy industry is in line with the global economic need for the green transformation, benefiting China, the US and the world. He urged the US to abandon hypocrisy and playing double standards, and to avoid slipping back into trade protectionism.
