During a typical Chinese meal, the first toast comes at the very beginning and is offered by the host of the event.
在典型的中式宴会上,开吃前就要敬酒,而且往往由宴会的主人敬第一杯酒。
"The host toasts first"不是中式宴会的专利
这一准则在西方也适用
Around a table with friends, however, anyone can propose a toast, often to thank the host for bringing everyone together.
如果一桌都是朋友,任何在座的客人也可以首先举杯,感谢主人将大家聚在了一起。

其他人该如何回应呢?
在西方
被敬的人不需要站起来也不用喝酒,只要微笑着表示感谢即可。
When toasted, the recipient of the toast neither stands nor drinks. Instead, she might smile and nod her head in appreciation. 
其余的宾客只需跟着小酌一口,而不是一饮而尽。
The other guests respond by taking a sip of their drinks, not by draining the glass.
在中国
不过在中国,当别人敬你酒,不喝显得不礼貌
The Chinese word for toast is ganbei, which basically means "bottoms up."
在中文里,敬酒时说“干杯”,意思是要把杯里的酒喝完。
Sipping in response to a toast is acceptable.
当然小饮一口也是可以的。
然后你就被灌得不省人事……
Tips
当敬长辈或者是领导的时候,碰杯的时候要站起来,对方可以不用起来,而且自己的杯子要低于对方的杯子以表尊敬。
下次遇到你心仪的对象
或许,你可以从向他(她)敬酒开始
