昨天收到来自MyVisaJob.com的邮件,邮件中写到1月14号,美国共和党和民主党共同推出了放宽外籍人才在美工作条件的法案 -
Immigration Innovation Act 2015

法案中针对外籍人才引进及留用的新政具体为以下几点:
  1. Increases the H-1B cap from 65,000 to 115,000 and allows the cap to go up (but not above 195,000) or down (but not below 115,000), depending on actual market demand.
    H-1B配额数量将由之前的6万5千人增长到11万5千人。并且根据每年人才市场的需求量,配额可最多增长至19万5千人,最低配额为11万5千人。
  2. Removes the existing 20,000 cap on the U.S. advanced degree exemption for H-1Bs.
    取消现有的每年2万美国高等学历的豁免名额制度。从此该名额无2万限制。
  3. Authorizes employment for dependent spouses of H-1B visa holders.
    授权H-1B持有者的配偶在美国就业。
  4. Exempts dependents of employment-based immigrant visa recipients, U.S. STEM advanced degree holders, persons with extraordinary ability, and outstanding professors and researchers from the employment-based green card cap.
    就业移民签证持有者的家属,STEM专业高等学位持有者,特殊技能持有者,杰出教授或科研人员获得绿卡申请名额豁免
  5. Eliminates annual per-country limits for employment-based visa petitioners and adjusts per-country caps for family-based immigrant visas.
    取消每年各区域的工签申请限制,并调整各区域以家庭为基础的移民签证配额。
额外的,根据新法案里的描述,在留学生申请学生签证的时候,签证官将会允许双重意图。这意味着,学生签证将不仅仅代表留学生意图在美国学习,也允许留学生意图在完成学业后留在美国发展。这个举措为保障留学生毕业留美发展提供了更多的确定性。同时,小编认为这也代表着F类签证将会更大化地和就业联系起来,这势必会影响OPT政策的走向。
